Rob McInerney
CEO iRAP
Road surface condition parameters in iRAP now and in the future.
Rob McInerney is the Chief Executive Officer for the international Road Assessment Programme (iRAP). In that role he works closely with key leaders from individual countries and international organisations around the world to improve the safety of road infrastructure. He has been directly involved in the iRAP model development and delivery of the iRAP projects in Malaysia, Vietnam, China, Australia and New Zealand. He was jointly awarded the Katahira Award at the 13th REAAA Conference in Korea in 2009.
Prior to joining iRAP, Rob was employed by ARRB Group where he played key roles in the development and implementation of the iRAP, AusRAP and KiwiRAP programs in addition to the NetRISK and Road Safety Risk Manager investment and decision making tools. Rob began his career in the South Australian road authority where he undertook many roles including road design and construction, network and project planning, road operations and maintenance.
Superintendent Paula Rose
National Manager – Road Policing, New Zealand Police
Skidding related crashes and issues – real life stories and value of partnerships
Superintendent Rose is currently the National Manager - Road Policing for New Zealand Police. Her career has spanned a range of locations and roles, including strategic, policy and organisational performance positions along with operational roles. In 2007 she was awarded the Aotearoa Foreign and Commonwealth Fellowship and spent two months working with the Home Office and Police jurisdictions in England and Scotland.
She began as a Road Traffic Instructor but has continued her education and professional development over many years. Her Police work has always had a strong academic focus and is characterised by an ability to make hard calls. While her career has taken her to many places and positions, she has always retained a strong interest in road safety.
"My interest in road safety is deep seated and I feel very privileged to be in a position, at this stage of my career, to be working in an area of policing that is so important to me," she has said.
Paul Hillier
National Technical Leader – Incident Investigations and Strategic Reviews, ARRB Group

Paul joined ARRB Group Ltd in July 2005 under a formal collaboration agreement between ARRB Group and TRL UK. He was the State Manager for the ARRB Group for NSW and ACT until November 2007, when he assumed the role of National Discipline Leader in Road Safety and Traffic. His experience is in highway management (strategy, policy, practice and research), road safety strategy, highways liability and corporate risk management matters.
Mr Rob Klein
Regional Programme Director, GRSP Asia
A decade of road safety (2010 – 2020)
Rob Klein (Dip.Ed, B.Ed) was appointed GRSP Director Asia Region in 2006. Prior to joining GRSP he held many senior road safety positions at VicRoads and ARRB having commenced his public service as a teacher. Rob has an outstanding record of road safety achievement in a broad range of appointments including road user behaviour, strategy and programs, education and community programs, vulnerable road users and vehicle safety.
With GRSP, Rob, has contributed to and lead the development of the UNRSC Good Practice Manuals including Chairing the UNRSC Working Group. Rob has also led risk factor project implementation in a range of jurisdictions and developed extensive and comprehensive capacity building programmes. Rob also initiated and relaunched the Asia Region Road Safety Seminar series and was instrumental in establishing the ASEAN Multi Sector Road Safety Working Group.
Rob has extensive international work experience in, USA, Russia, Eritrea, India, China and all ASEAN member countries. He has also developed and lead APEC, World Bank and ADB projects. He is committed to the soon to be launched “Decade of Action” and will play a lead role in developing regional and global initiatives.
Matthew Lugg
Chair of the UK Roads Board & Vice President of the Association of Directors of Environment, Economy, Planning & Transport (ADEPT)
Local Government collaboration
Matthew is Director of Environment and Transport for Leicestershire County Council. He is also Chair of the UK Roads Board, Vice President of ADEPT (formerly CSS), Chair of the Midland Highway Alliance Board and Chair of the National Improvement Efficiency Partnership Highways Group.
He has considerable experience in the public sector working for a number of county councils as well as the Department for Transport in the UK.
He has been chairman for both the Institution of Civil Engineers and Institution of Highways and Transportation local Branch Committees in both the Midlands and East Anglia.
He has played a major role in the development of Highway Asset Management and collaborative procurement in the UK in leading projects to produce national guidance as well as giving evidence on a number of occasions to the Transport Parliamentary Select Committee.
He chaired the working group on behalf of UKRLG in response to the Secretary of State for Transport’s request to report on the lessons learnt from the severe winter weather of 2008/09.
He has also prepared, published and presented a number of papers both in Europe, Asia and Australia on highway maintenance, climate change, procurement, transportation and traffic management.
Matthew has won numerous awards both for his personal contribution and on behalf of the organisations that he has worked for. Most notably in 2005 the ICE Municipal Board’s Engineer of the Year and in 2009, the UK National Transport Award for Outstanding Contribution to Local Transport.
Fabian Marsh

A vision for the future / partnerships in NZ
Fabian is the National Traffic and Safety Manager within the Highways and Network Operations division of the NZ Transport Agency. Fabian is responsible for ensuring the safe operation and management of New Zealand’s state highway network. He is also responsible for the implementation of key Roads and Roadsides initiatives under the government’s Safer Journeys 2020 Road Safety Strategy.
Fabian’s role as manager of the national traffic and safety team involves the integration of new initiatives and the formulation of best practice operational and design policies and guidelines with respect to road safety. He is also the New Zealand Chair of the Australasian College of Road Safety.
Fabian has previously worked with ARRB Group in Australia and TRL Limited in the UK, specialising in crash reconstruction and, in particular, vehicle and occupant dynamics simulation for litigation and road safety research.

Mount Cotton Test Track Day
The aim of the test day is for delegates to witness and experience first-hand a number of activities to either reinforce or challenge a number of the long term held concepts in the technical field of skidding resistance.
